if you mean about just friends as work frien, yes it is here like that and no problem about that at all, I can go out with females and females can go out to have fun with boys, without the meaning of boyfriend or girlfriend. so if this what you mean it is yes :)
they can go out and spend sometime together without beeing girl/boy friend.
and about that meaning of boyfriend and girlfriend, it's the same understanding that you have in russia and what we understand in egypt
this means that girlfriend is somebody I love, care about, ETC :)
